Today, along with the economic globalization and the information technology rapiddevelopment, the competition between enterprises is no longer limited to the domestic butthe global market, so the competitive environment more intense. In order to survive anddevelopment, the most western companies are starting to adopt the method of outsourcingas the important tool of strategic competition and achieved good performance. This makesthe vigorous development of the outsourcing market in the west. Outsourcing also graduallyexpands their traditional areas and spread to almost every business field. Human resourcemanagement outsourcing is one of the very important. In all kinds of enterprises, small andmedium-sized enterprises are often at a disadvantage in the competition, because they havelimited resources. But they are essential in the social main fields, they promote the fastincrease of GDP, alleviating the huge employment pressure and promoting the technologyinnovation. However, the small and medium-sized enterprises’ average lifespan not surpassthree years due to the shortcomings of themselves. The most fatal flaw is its humanresource management. So the small and medium enterprises should seize the opportunity tomake use of external resources to improve their human resource management quickly. Thispaper aims to explore the decision-making process of human resource managementoutsourcing. How to make it scientifically and legitimately? This paper proposed phaseanalysis model. In paper, we use the methods of easy to understand grasp and applied inorder to help the small and medium-sized enterprises in the implementation of humanresources management outsourcing.So that outsourcing can be successful.Specific contents and conclusions are as follows:(1) Analysis of the basic theory and the status quo. In this paper, the concepts ofhuman resource management outsourcing, outsourcing motivation, influencing factors, thecontent of the theory (core competence theory, resource-based theory, transaction costtheory, value chain theory, the theory of comparative advantage theory and bucket theory)be elaborated. Then the small and medium-sized enterprises were defined and discussed thestatus quo of its in human resource management.(2) We use SWOT to analyze the feasibility of the small and medium-sized enterprisesin the implementation of human resource management outsourcing. Basing analysis of thenecessity of theirs in the implementation of human resource management outsourcing, weuse SWOT to analyze internal advantages, weaknesses and external opportunities, threats.Including the results about the implementation of the human resource managementoutsourcing is necessary and feasible in the current.(3) Building a decision model and analyzing the indexes and method to use at each stage. This paper uses the method of simple, easy to understand and easier to master toanalyze the specific circumstances at every stage. In the fours stages: whether outsourcing,what outsourcing, who outsourcing and the time limit,we use the analytic hierarchyprocess, fuzzy evaluation method and gray comprehensive evaluation method respectively.On the basis of building index system, analyzing the decision-making process.(4) In order to ensure success, we analyzed and summarized the risk factors inimplementation of human resource management outsourcing. And we put forward somesuggestions for reference in order to achieve the purpose of avoiding risk and reduce loss.
