Among all kinds of outsourcing, human resource outsourcing (HRO) became the leader as No.1 because of its rapid development. And the status of human resource department in company is gradually changing from office management and functional management to strategic management. So it is a burning question on how to make HR department to become the real strategic partner of the chief, on this question, human resource management (HRM) outsourcing is out of question a constructional solution. Being faced with the fierce competitive market and uncertain situation, companies have to focus all their resources on developing the core competence to win the game. As we all know, human resource management is an essential function with high operational cost and repetition, it's need to outsource no-core and repeatability affairs work, focusing on cored work. Through integrating internal and external resource, outsourcing some human resource work, improving economic performance and enhance enterprise competence, it's a very meaningful way. The research on human resource management outsourcing is a meaningful field.Human resource management outsourcing decision-making is a hard question, and the research on the decision-making of HRM outsourcing is very less. The factors of decision-making about HRO are various, based on these, this text put forward some useful suggestion, through AHP analysis, setting up a quantitative, scientific and concrete model to the field of HRM outsourcing strategy, giving a way to the innovation of HRM of the state.Firstly, according to the research background at home and abroad of human resource management outsourcing, this paper summarizes some related theories of the HRM outsourcing and analyzes the current research status both at home and abroad and raise question, then defined the related concept of human resource outsourcing. In the third chapter we point out the focus of human resource outsourcing decision-making, analysis the environment and the affecting factors of human resource outsourcing decision-making. In the body part of this dissertation, it inducts the analytic hierarchy process and fuzzy comprehensive evaluation to the decision-making and the content selection of the HRM outsourcing by the practical situation of the enterprise, so it make the combinations of both qualitative analysis and quantitative analysis. It made an empirical research on Z company. Use the software of MATLAB 6.5, the result of the empirical research validates the practicability and maneuverability of the methods in this paper. Finally, the enterprise must note the risk of human resource outsourcing, and aggregate the possible risk in outsourcing human resource work. In the sixth charter, the paper gets a conclusion and further research suggestions, studying to provide the direction guide line for the follow-up.By the research of this paper, some new research methods or views are brought forward in the aspect of human resource management outsourcing, and the aim of it is able to provide some profitable reference and help for human resource management outsourcing.
