With the development of society and economy, human resource has aroused concern by more people. Human resource is the core resource for enterprise to gain sustained competitive strength. So the human resource management plays an important role in enterprise. The intensive competition and strategic human resource management change the function of human resource management, which make human resource management outsourcing possible. Human resource management outsourcing, a new management concept and business mode, has become the development trend of human resource management in the 21st century.Based on the experiences and research achievements of human resource management outsourcing in China and abroad, this thesis analyzes the development and the problem of human resource management outsourcing in China, and uses the theory of operations research and management science and other tools to study the theoretical problems of human resource management outsourcing creatively, and then provides the strategies and methods for corporations to implement human resource management outsourcing efficiently.1. The development process, the possibility and driving force of human resource management outsourcing, are reviewed. On the basis of the research in China and abroad, the advantages of human resource management outsourcing are evaluated. The risks exist in the process of human resource management outsourcing are analyzed, and suggestions to prevent the risks are proposed.2. The basic theory for human resource management outsourcing is investigated strategically and economically. Transaction costs theory, trust and agent theory, core competition theory, resource basic theory and value chain theory are introduced. These provide the theoretical foundation for further study.3. The decision making for human resource management outsourcing is proposed. The thesis uses the AHP combined with fuzzy comprehensive evaluation method to make the decision of human resource management outsourcing, and case analyses are done. This quantitative analysis method overcomes the influence of subjective evaluation to a certain extent and makes the decision making more rational. Moreover this method is in accordance with the thought of human resource management outsourcing, and it can be used in practice.4. The evaluation for human resource management outsourcing supplier is studied. The principle for setting up the evaluation index system of human resource management outsourcing supplier is proposed. Data envelopment analysis (DEA) method combined with AHP method is used to evaluate and choose the human resource management outsourcing supplier, and case analyses are made. The concept of dual outsourcing of human resource management is proposed in this thesis and the evaluation rules for the supplier are suggested.5. Principal-agent theory is employed to study human resource management outsourcing. The game theory is used to study the incentive for human resource management outsourcing and model is established. By analyzing the linear motivation contract, the optimum incentive for human resource management outsourcing with asymmetric information is studied. The factors influencing the optimum incentive contract are analyzed.
