As an emerging management model, outsourcing was fistly used in practice; recently, many researchers pay more attention to it because it has brought huge positive values to many organizations.Among all kinds of outsourcing, human resourcing outsourcing(HRO) became the leader as No.1 because of its rapid development. In the moment of research about HRO mostly focus on the definition, target,cost and benefit,risk of outsourcing,the model of HRO decision-making are only based on the transaction cost economic and the core competence thero.Along with the previously described benefits of outsourcing, there are also risks and costs involved in outsourcing, which shoud not be ignored by us.First, this paper summarizes some related theories of HRO; secondly, it analyses the condition of human resource management inside the enterprise,and content choice of HRO.Lastly,this paper constructs a HRO secision-making model from the point of target,criterion,objection of decision-making.On the basis of this, in the aspect of HRO decision-making,a new HRO decision-making model is constructed.and makes positive analyses for Commercial Bank of Fuxin.By the research of this paper, some new research methods or views are brought forward in the aspect of HRO, and the aim of it is able to provide some profitable reference and help for HRO.
