Against the backdrop of Beijing' s market-oriented postal operations, this article presents the research of forming a new type of training system to support the transition and development of postal enterprises by the Beijing Postal Education Training Centre.To start to overcome the problems facing the Beijing Postal Company and the existing condition analysis of the Training Centre, the author suggests that a new type of training system will need to be built because the present system cannot meet the requirements of enterprise training.By using SWOT and PEST analysis methods, we are not only able to evaluate the Strengths, Weaknesses, External Opportunities and External Threats, but also analyse the influence on development of the Training Centre caused by the four main external environment factors, which include Political, Economic, Technological and Sociological. This thereby proposes the positioning of function, market and the key advantaged training project together with organisation design and personnel allocation.On the basis of training needs, we should establish a completely new type of training system by developing and managing the training project effectively; strengthening the efficient management and use of the customers' information. Furthermore, we should evaluate the effectiveness of the training. If we are doing all of the above, we can optimise the training resources and promote the training quality as well as increasing the competitive power that the training centre has inside and outside the enterprise.
