Project Management ( PM ) as a important branch of management science ,become a main tool serving government and all kinds of company. Critical Chain Project Management is a new theory appeared in 90'twenty century.Compare with traditional PM method, The method emphasizes the development of project plans to take into account the resource constraints exist in reality and psychological human behavior and the course of project implementation in the dynamic management, and project management throughout the continuous improvement process.Broadband services has become a domestic fixed-line operators in various business development focus and the main source of income, the importance of broadband access is self-evident. However, the high-speed broadband coverage in comparison with other countries are still at a lower level. Broadband access project has become a fixed-line telecom operators focused on network construction. Then, broadband program renovation project more complex and difficult to carry out a greater need for more advanced project management approach to support.This article summed up the previous researchers in the study of critical chain project management approach based on the results of research, combined with broadband transformation projects, the progress made for the effective management methods, especially adapted to constrained multi-project and the complexity of the project period. In this paper, the use of methods and models used for broadband fixed-line telecommunications operators manage the progress of construction projects to provide a powerful technology tools.
