Large-scale construction project of science and technological park always covers land development, infrastructure construction, environmental pollution treatment, landscape construction, office region, residential and commercial district. Usually, the complicated competition relations between time and resource in the planning and construction process always make the time limited of real project evaluation more difficult and fuzzy.First, on the research of the characteristics of the operated company and the main influencing factor of the time evaluation of the project, one new method of time evaluation was proposed base on fuzzy method. That use an established data represent the fuzzy time, quantificational. Second, for the problem of uncertainly and crisis of resources, two compensating factors was proposed to monitoring the project. Then critical chain method was used base on the established time with a certain credibility, and the Project Buffer was calculated and monitoring.Then, for conventional critical chain project management, project buffers are divided into different region for grading warning. But the dynamic performance is ignored by the managers. So a risk monitoring function is proposed, cooperated with conventional method, it be able to help buffer security managers to find early risk and high depletion rate of buffer.Last, the method was used in the project C, as for instance, and the results shown that this method was a feasibility method.Aiming at the uncertain factors affect the progress of the project, this thesis proposes the more reliable Project Buffer calculation method by Fuzzy Theory based on probabilistic analysis. The proposed method Resolve the difficult of the process schedule of science and technological park, which was a significant guiding effect for the construction of those park.
