Engineering consultanting industry is technology service industry and has the character of knowledge-intensive industry. Because of the character of the industry and domestic administrative system of construction management, it is hard to measure the working process and results. It is very important for domestic engineering consultanting industry to construct efficient performance management system that comply with organization environment, team character, enterprise development stage, and make the system comply with development advantage of the company.X engineering consultanting company was founded about ten years ago, in 2007, the company changed it's system from state-owned into private-owned. After reformation, both external environment and internal conditions are all experienced great changes, so the management of the company encounted bottlenecks. The article studied the construction of strategic performance management system of reformed X company. After investigated the character of engineering consultanting industry, the development vision of the company, the development strategy, and also the corporate culture, the article conceived the framework of performance managing system that based on Balanced Scorecard (BSC) and Key Performance Indicator (KPI), combining enterprise development strategy with personal performance target and company performance target, and established performance evaluation and deviation control model. Through continuous performance improvement and performance communication at every stage, the company can implement the enterprise development vision and development strategy. On account of the character of engineering consultanting industry and current situation of X company, the article put forward some measures such as optimizing organization and system construction, paying more attention to the skills of communication with knowledge-based staffs, cultivating corporate culture which guided by performance, and setting up transition period.Although the construction of the strategic performance management system plays an important role in the reformation of X company, it is far from perfection, and needs to be perfected during the course of practice. Through the P-D-C-A dynamic loop, the system can play more important roles in the future.
