Human resource is the most valuable resource in enterprises. The acquaintance and management of employees is always the key problem of enterprise management practice. Therefore, almost all the enterprises pay much attention to the research of human resource management. Performance management refers to the immediate interest of staffs and the achievement of enterprise overall goal, which is really important and requiring a higher level of professionalism in human resource management. So designing a suitable and competitive performance management system can help the enterprise attract and retain the talent and ensure the achievement of enterprise overall goal.Performance management is the core part of human resource management. Nowadays, in the current situation, it is an important problem in enterprise management that how to link the enterprise strategy with the performance management system in order to provide supporting and controlling information for strategy management, and to help the enterprise achieve the development strategy better.To address the above problems, the author of this paper makes use of strategic management, strategic human resources management, performance management and other modern management theory, with the method of theoretical studies and case analysis, quantitative analysis and qualitative analysis, on the basis of the literature inspection, and completes the following work:First, the performance management in achieving strategic enterprises in the process has been analyzed, the enterprise performance management ideas and methods in general framework based on strategy has been promoted, and the establishment of enterprise performance management procedure based on strategy has been promoted. Secondly, the whole enterprise performance management based on strategy has been researched, the overall framework of performance evaluation based on Balance Scorecard has been promoted, and the corresponding indicator system and the Evaluation model based on Analytic Hierarchy Process (AHP) has been set up. Thirdly, the enterprise individual performance management based on strategy has been researched, the individual performance evaluation framework has been set based on the decomposition of the overall performance of key performance indicators, and the corresponding evaluation model and methods has been set up. Finally, with the background of enterprise actual situation, the achieving methods of enterprise performance management model has been researched based on strategy, including setting performance goal, performance implementation and so on, which provide specific methods for the establishment of performance management model based on strategy.In conclusion, the enterprise performance management model based on strategy can promote to link the enterprise strategy with performance management, and provide direction for implementation of efficient performance management model, which is a greatly practical reference.
