It analyses and compares the legal system and models of the U.S. and Japan whose existing food safety systems are comparatively mature. We should construct a vertical food safety system and define the responsibility of Food Safety Commission, clarifying each supervisor's authority.We have already legislated food safety law, which makes great progress in food safety legislation. Still, we should establish an effective food safety system to realize the goals of food safety. The thesis put forward some suggestions on how to perfect food safety laws how to improve food recall system, food safety standard, information system of food safety.The fifth Part focuses on the Problems of our current system of legal administrative execution on food security.
