Study On Liaoning Inspection And Quarantine Deal With The Risk Of Export Trade

Under the background of the trend of the economic globalization, Technical Barrier to Trade has played a pivotal role in safeguarding state security, safeguarding the health and safety of human and the life of Plants and Animals, in ensuring the normal development of the country, in protecting the ecological environment and preventing the acts of fraud, and other aspects, also the TBT is developing to be a vital means of international trade protection. Generally, inspection & quarantine refers to the total of health quarantine, Animals and Plants quarantine, commodity quarantine. Our country has set the institution for entry-exit inspection & quarantine, (named C.LQ for shot),a department for national entry-exit inspection & quarantine. It refers to the State Administration of Quality Supervision, Inspection and Quarantine. As a executive arm of the government, It is measured by protecting the interests of the whole country and the society, ruled by the law, administrative rules, international convention, or the statute requirement of the import country, and it implements the inspection, quarantine and authentication of the immigration goods, transport, personal issues, and provides official proof for inspection & quarantine, intermediate notary, and authentication.The relation between technical trade barriers and inspection & quarantine is closely related, the subject that formulates, implements, solves TBT is the state administrative organs which are in charge of inspection and quarantine, therefore, inspection & quarantine work and establishment of the corresponding system are of vital significance in safeguarding the safety of the nation and the fundamental economic interests, ensuring the smooth performance of the trade.Based on the present related theories of TBT and inspection & quarantine, along with the existing research results, the author constructed the research system and the basic framework of this paper. The specific research content and thought are listed as follows:Firstly, the author has browsed domestic and international related research results about TBT and inspection & quarantine. Through the review and commentary of the literature, the author grasped the development vein of the research; it provides the theoretical basis and support for constructing the related technique of TBT and inspection & quarantine, along with the coping strategies.Secondly, according to the characteristics of technical trade barriers risk, the author determined the research methods. First, use Analytic Hierarchy Process to determine the weight of every evaluation index, and then based on the theory of fuzzy mathematics, establish the risk evaluation model of the technical trade barriers. Then, according to the characteristics of technical trade risk assessment, implement the design of the questionnaire investigation; at last, define the acquiring method of the sampling data.Again, take the 3 export enterprises for example, which are under the supervision of Liaoning entry-exit inspection & quarantine bureau, to give the evaluation of the TBT risks in every enterprise. Use AHP to define the weight of each level index, according to the fuzzy comprehensive evaluation, to calculate the risk value of TBT in the 3 enterprises.Finally, the author summarized the research conclusions of the paper, meanwhile, analyzed the research limit of the paper, In the future research, the author will construct a more scientifically rational TBT risk evaluation index system, adopt the combination weighting method to define the weight of the index system, at the same time, use case analysis to study on TBT risks, in order to find different methods to solve TBT risk problems.
