Agent System In The Non-profit Government Investment Projects In Applied Research

The government invested more and more in architecture as the economy growth rapidly. The laggard administration method of structural projects invested by the government was not applicable for the growth of our country's socialist market economy. Various regions had the reform of project management one after another, and proceeded experiments on agent organization mechanisms. ,which has issued by the State Council in 2004,made it clear that the agent organization mechanisms for the nonprofit project invested by the government will quickening carry out it. We found that there are many imperfect in the operation of the agent organization mechanisms after years of practice.The article primarily researched how to apply the agent organization mechanisms into the nonprofit project which invested by the government. Firstly, it pointed out that the conventional administration method was not applicable for the growth of market economy by analyzing the characteristic, current situation and existing defect of project management. Secondly, the agent organization mechanisms, a brand new administration method, was attested to be a even more scientific and effective administration method of structural projects by proceeding a systematic analysis to its concept, foundation, virtuality, superiority and procedure. How ever, as a new administration method, there are many problems in the proceeding of agent organization mechanisms. To aim at these problems, the article puts forward some proposals for completing the management of the mechanism in three aspects, there are perfecting its law and legislation, reinforcing its department, and building supervisory system adapted to our country's situation.
