A Study On Agent Construction System Of Government Investing Project

It is a big problem for China to totally improve the level of program management for government investing project (public project) and increase the economical benefit and social benefit of government investing projects. It is also a challenge for China to expedite the cause of internationalization in the field of program management for government investing project and make it accord with the rules of WTO. So since 1990s Chinese government has adopted the agent construction system in some government investing projects. Though the implement of agent construction system can solve the malpractice of government investing projects caused by confusion of investment construction and operation in the traditional mode, there are still many problems during the application. The agent construction system is an emergent thing for us, though it has been researched and used in many provinces and cities, it is not enough, By now there is still no systematic research on it, and it's lack of practice as well.In the fist part, this thesis introduces the concept, scope and characteristic of government investing project, summarizes the traditional management method of government investing project and its problems. Then the thesis points out the background and necessity of use of the agent construction system. In the second part, the thesis introduces the concept, characteristic and function of agent construction system, summarizes the general operation mode of it. Through analysis, the thesis summarizes those modes of agent construction used in different districts into two modes, and compares the advantages and disadvantages of them. From above analysis, the thesis suggests to establish the three-phase mode based on specialized management of project management company. One oughts to choose the proper mode according to its actual status. In the third part, the thesis intends to research the agent construction company market access system, agent construction tender, agent construction contract inspirit, agent construction risk control by analyzing the implementation mode in different places, and settles down the resolve method. In the last part, the thesis takes one government investment project of TEDA as the example to analyze the use of agent construction system in TEDA.
