Research In Highway Transportation Emergency Guarantee System Of Hei Longjiang Province

Highway transportation is an important pillar of the national economy industries, and it charges with the materials, the large-scale flow of the important tasks. The more unexpected incidents occur with highway transportation. Security issues have increasingly become the transport process of the development of important content at the same time with China's economic and social health, and rapid development, the development of transportation capacity requirements of ever-increasing.The paper by carrying on the observation and research for the Heilongjiang Province highway traffic's actual situation, with the Heilongjiang Province highway transportation's actual situation, has utilized theory such as Disaster science, Systems science ,Early warning management, Mathematical Statistics and AHP, and linked theories with practice, take the road transport unexpected event of Heilongjiang Province as the study object, studied the reason of the unexpected event of Heilongjiang Province highway transportation and the unexpected event' classify. On this basis, analyzed and confirmed the three stages work contents of early warning, emergency response and dealing with the aftermath of Heilongjiang Provincial Highway Transport unexpected incidents, and established the the emergency security system of Emergency organization, the message communication, the contingency plans, the personnel troop, the commodity equipment, the control inspection, the fund and the technical support. Used GIS technology to design and draw the risk map of the unexpected event of road traffic, and used SQL Server2000 database system and Visual Basic6.0 to produce the emergency information management systems.Structuring highway traffic emergency guarantee system is that the unexpected event preventing unexpected event from happening and reducing brings about the effective means that significant personnel casualties and property lose. The research of this thesis has provided the theory reference and practice guiding to perfect Hei Longjiang province the building highway traffic emergency system and to improving the work ability of highway unexpected event.
