| Frequently large-scale natural disasters brought huge casualties and losses. With the unique geological conditions and geographical environment, China is one of the most serious countries that suffering natural disasters. So, timely and effective supply of emergency supplies is of particular importance for residents of affected areas to solve the basic living problems, personnel placement, health and epidemic prevention, as well as reconstruction. Meanwhile, highway is becoming a major component of the social traffic for its high speed, great road network capacity, good traffic condition, high safety and perfect road network coverage. In this condition, based on the characteristics of transport emergency supplies, and advantages of highway transportation in emergency supplies, the paper tries to use the reliability of highway transportation of emergency supplies as evaluation and builds BP neural network model to solve the problem of lack of standards for the choice of emergency material transportation route on highway transportation among a number of expressways and then analyzes theories and methods of the reliability evaluation of highway transportation of the emergency supplies.Based on the analysis of the existing theories and the existing researches, firstly related concepts and studies of emergency management, emergency logistics and the reliability were expounded. The characteristics of the emergency logistics as well as its distinction from general logistics were researched. The advantages and characteristics of highway in the transportation especially in the transportation of emergency supplies were studied.Secondly, various impact factors of the reliability on the highway transportation of emergency supplies were analyzed and studied. And the factors that will affect the reliability of highway emergency supplies'transportation were proposed. According to these factors, the reliability evaluation index system of the highway transportation of emergency supplies was established, which consists of four level indicators: unblocked reliability, security, reliability, time, reliability, and emergency support capabilities of executive departments and other 16 secondary corresponding indicators. The reliability evaluation index system of highway in emergency supplies transportation was then built. Finally, based on the construction of the evaluation index system, BP neural network algorithm was proposed to construct the calculation model .Then the model constructed by BP neural network algorithm and MATLAB software were used to the case study.A complete reliability evaluation index system and a complete calculation model of the highway transportation of emergency supplies were built up, which improve and enrich the theory of the reliability evaluation of highway transport of emergency supplies, and will supply some guidance and reference on the reliability evaluation of the highway transport of emergency supplies. |
