Research On Shanxi Highway Development Company Emergency Response Mechanism

Economic development needs transportation as a support, as the main highway transport channels for social and economic development, providing protection. With the rapid development of China’s expressways, the frequency of incidents on the highway continues to rise, causing safety hazards on the road has become increasingly evident.In this paper, based on the Shanxi Expressway Development Compan y as the research object, analyzing the status of existing appropriate mech anisms for emergency management and emergency highway development c ompanies. Shanxi Expressway Development Company has many problems in the emergency management organization, emergency management infor mation transfer, there are many issues in the implementation of emergency management systems, emergency management personnel training and eme rgency management security systems. According to the characteristics of h ighway emergencies, emergency response mechanism of the existing proble ms, this paper illustrates the characteristics and levels of the organization structure of Shanxi Expressway Development Company inter organizational relationships, through adjusting the organizational change of Shanxi Expre ssway Development Corporation organization function, clarifying the operat ion process. By making organizational changes to emergency management organizations operate, emergency management information flow, emergency management execution system, emergency management personnel training and emergency management support system for the highway five aspects of emergency response mechanism framework subsystem, Shanxi Express way development Company constructed emergency response mechanism. A fter that, this paper analyses the changes of the organization itself to dem onstrate the operation effect evaluation mechanism of the Shanxi Expressw ay Development Company emergency response, and proposes the improve ment measure mechanism security emergency response.The innovation of this paper lies in defining the concept of highway emergencies; depending on the cause of events, event classification, the extent and scope of events, pointed out that highway emergencies is more dangerous and complex compared to conventional events, with the expansion and sustainability and other multiple features. This article accurately defines the connotation of the highway as emergency management, describes the contents of the highway emergency response mechanisms, functions and structural principles and so on.
