In recent years, a series of major public emergencies occur throughout the world, our country is also into high-risk period of public emergencies. Statistics show that the public emergencies cause economic losses as much as 650 billion RMB for China every year since 2003. Especially after 2007, the natural disasters which bring about economic losses difficult to determine become the major disasters of China. Although the central and local authorities have excellent effects after taken measures, there is still a large gap from the emergency logistics system which is fast, accurate and efficiency. So the emergency logistics system of our country need to be further studied yet.In this context, the paper summarizes the particularity below the circumstance of emergency rescue combining with the definition and characteristics of emergency logistics, finally establishes the multi-objective optimization model of the emergency supplies highway transportation route choice considering the timeliness and reliability comprehensively. After quoting from BPR function as time minimization function model and establishing risk minimization function model combining with the ratio of the traffic and actual capacity in the traffic network, it predigests the multi-objective function to the single objective function using the linear weighted sum method which is called the classic multi-objective optimization method, and then proposes the weighted function method and the harmonizing curve method overcoming two drawbacks : the weight is difficult to be decided and over-subjective of the linear weighted sum method, making the optimization problems more convenient and objective.In the weighted function method, this article first considers the comprehensive utility function as a linear function about the weight, gets a comprehensive utility function about weight against every route after applied relevant data of time and risk into function, and draws functions in the coordinate system, then discusses the different function values when the weight is in different intervals, chooses the route with the minimum function value as the optimum path; In the harmonizing curve method, this paper draws the points with the data dimensionless processing of the time and risk in the coordinate system, gets a discrete curve related to the time and risk, and then selects the point with the minimum distance from origin as the optimized solution. At last, both two methods are applied to example to show the feasibility and efficiency of the two approaches.
