The Reform Of Chinese Public Servants' Pension System

As an important part of the social security system,There is no need to discuss the importance,necessity and urgency of the reform of the public servants' pension system.Examined from the practice of the reformation and the theoretical research, The public servants' pension system of china has fallen so far behind economic and social development,as well as the reformation of the enterprise workers' pension system.The lagging of the public servants' pension system,has not merely influenced the development and perfection of the whole security system of China,constrainted the form of the nationwide unified labour market,but has aggravated the financial burden of our country,hindered the construction of the harmonious society.So,it's very important to reform the public servants' pension syetem.This dissertation consists four chapters.Firstly,in oader to afford scientific theory supports to the reform of the public servants' pension system,the dissertation deeply analyses relative theories,discusses these theories from the aspects of economics,politics,sociology and law.Defines core conception to avoid confusion as well.Secondly,looks back the history of the public servants' pension system of China.According to the significant events,the whole process is divided into five periods.After a comparative study on the ways of the regins which have been made concretely mrasures(takes HaiNan,ShangHai,ShengZheng for example),do profound analysis on the reform's achievements and problems.Then emphasizes the flaws of the two different pension systems,point out the necessity and urgency to reform the public servants' pension's reform of China.Thirdly,makes particular analysis on the principle and goal of the public servants' pension's reform.The goal of the reform is to found a new mode:"2+3"。"2"means social and individual account,"3" means a three-pillar pension system. Based on the principle of equality and efficiency,combine rights and obligations,the public servants'pension system,which should not only embodies the Occupational characteristics,but also link up with the other social workers.In the end,the countermeasure for the reform of Chinese public servants' pension system is put forward:Build a three-pillar pension system consisting of fundamental pension(the same as the enterprise workers),vocational pension as the government employee and the individual saving pension;Build a logical financing mechanism,an administration about the payment and modulation of the public servants' pension;Perfert the retirement of the public servants,enhance endowment insurance legislation and correlative intendance to make sure the reform go on wheels.
