Study On Endowment Insurance In Rural Areas During The New Countryside Construction

With the development of economy and age structure changes of Population in the rural area of China,the Problems of rural elder security which relate to the rural population become more and more important,and become one of the Problems that should be solved immediately Resolving the problem of rural elder security is named to meet the farmers'basic requirement,and also the key to the Problem of rural social security.However there is not Perfect rural endowment insurance system in our rural area. Nowadays,there are three Problems: first,at Present,the main way of security for the rural elder is household security but it can not meet the needs of rural elder. Many reasons contribute to this situation. For example,the change of People's age structure brings more and more serious burden of caring for the aged; the guarantee from soil weakening etc. Second,social security for the elder also can not meet the needs of rural elder because social security only adapts small part of the aged and the service institutions are in bad situation. Third,rural social endowment insurance can not play an important Part in the rural aged security system because of the limitation of the rural social endowment insurance system and the problems in the process of implementing.In the first Place,this article discusses the current aging models from the present situation of peasant's living and consumption and it refers that the present rural social aged security is faced with crisis. In the second place,with the comparison of several foreign countries rural elder security and acquiring some valuable inspiration in solving our country's problems,the author puts forward how to establish the rural elder security during the period of building the socialist new country. Rural social endowment insurance is the heart of rural social aged security. Furthermore,according to the practical research,the article proves that the majority of farmers already have the ability of taking part in the rural social endowment insurance. In the end,the author puts forward suggestions of improving the rural social aged security.
