This paper studies the efficiency of financial investment for agriculture development under the background of buiding affluent society and the new countryside of socialism. As we know, Xinjiang is a big agricultural province in China whose total output value of agriculture accounts for high proportion of GDP in Xinjiang and the corresponding number of money input towards agriculture is great, so making full use of the fund to promote agriculture development is extremely important. The article uses the quantitative method to evaluate efficiency of financial investment for agriculture development in Xinjiang and make suggestions which are really significant.At first the article analyses the basic condition of financial investment for agriculture and agriculture economy development in Xinjiang, and then uses the nonlinear regression model to evaluate efficiency of financial investment for agriculture throughout all the provinces in China to make certain xinjiang's position in terms of efficiency level of investment. At the subsequent part of the paper, a comprehensive index evaluation system is set to appraise Xinjiang's efficiency of financial investment for agriculture from 1985 to 2005. The main conclusions are as follows:1 From 1991 to 2005.Xinjiang's efficiency level of financial investment for agriculture ranks as the nineteenth, namely, its efficiency level is low.2. Xinjiang's efficiency level of agriculture investment follows the trend of sine(or cosine) function and it seems that from 1999 to 2005, its period of moving upward becomes longer than before.3. In Xinjiang efficiency level in agriculture output and improving farmers'living conditions follows the trend of sine(or cosine)function and from 1999 to 2005, its efficiency trend is upward. Efficiency level in promoting agriculture material input follows the increasing trend of sine(or cosine) function which indicates the course of financial support for agriculture in promoting agriculture material input is also periodical.4.In 1995 the general score of Xinjiang's agricultural investment efficiency is the highest and in turn the years of 1997, 2005, 1996 and 2004. In the year of 1999 the general score is the lowest and meanwhile the year of 1999 is dividing point of Xinjiang's agricultural investment efficiency.
