Study On The Evaluation Of The Development Status Of Provincial Modern Agricultural Quality Parks In Handan

Traditional agriculture is transforming to modern agriculture,and Modern Agricultural Parks are constantly innovating.Hebei Provincial government has been issuing new policies to promote the transformation and upgrading of Modern Agricultural Parks,gather production factors,highlight the advantages of leading industries,and accelerate the deep integration of primary,secondary,and tertiary industries,to realize agricultural modernization and increase farmers’ income.Handan Provincial excellent Agricultural Parks is the leader of Handan Agricultural Parks.This thesis focuses on the development status,conducts comprehensive evaluation,and puts forward countermeasures and suggestions for improving the overall development of Handan Agricultural Parks.Based on the theory of industry chain,the theory of multifunctional agriculture and the theory of sustainable development,by adopting literature data method and field investigation method,twelve provincial Agricultural Quality Parks in Handan were comprehensively analyzed and studied.The main study findings are as follows:(1)The industrial integration mode of the twelve provincial Modern Agricultural Quality Parks in Handan is industry-oriented,and its main components of income are in the form of catering,accommodation,product sales,agricultural experience,technology and culture display,leisure activities,quality development,activity planning and so on.(2)The management modes of the twelve provincial Modern Agricultural Quality Parks in Handan are divided into government management mode and enterprise management mode.Most of their operation modes are led by leading enterprises,connecting cooperatives,family farms and bases,and driving farmers,while a small number of parks are led by cooperatives or family farms.(3)Construction of comprehensive evaluation index for Modern Agricultural Quality Parks,the Delphi method was used to establish twenty index layers.Using AHP+ FCE,the weight of index was determined,and its value allocated,it is determined that the development status of provincial Modern Agricultural Quality Parks in Handan is at a "good" level.Among them,the evaluation score of social benefit is excellent;Secondly,the scores of economic benefits,park scale,infrastructure construction and ecological benefits evaluation are good.The score of scientific and technological innovation evaluation was average.(4)Based on the overall evaluation results,this thesis analyses disadvantages and advantages of 12 Modern Agricultural Quality Parks in Handan,and the development modes of each park were determined.Based on the results of the above analysis,suggestions are made: first,to optimize the development of provincial Agricultural Quality Parks in Handan;Second,strengthen government support and policy guidance;Third,the development strategy of Handan Agricultural Parks.
