| Since the 21st century,the internal and external environment of Chinese construction enterprises has taken place great changes:although science and equipment are developing rapidly but world economy is at a standstill and domestic economy increase slowly and the critical period of transition adjustment.All of these will enable the construction enterprises to facing more intense and complicated international and domestic competition.The competition of moderm enterprises is a competition of talents.Therefore,Chinese construction enterprises can improve enterprise competition ability through taking effective strategy on human resource management is the key to win international and domestic competitive and occupy the market.At present,our construction team the overall quality is not high,development of construction industry also has a big gap.After merging into the international market,construction companies will reveal their disadvantages of the management level of temporary shortage,narrow range of knowledge,the overall quality is low,the lack of compound talent.Such as the company which won the bid for the highway project in Poland had caused huge losses because of mismanagement and the lack of understanding and preparation for coupled with foreign construction environment and external conditions and contract terms.And foreign construction enterprises have technical advantages obviously in many fields,such as,their employment mechanism of talents is reasonable,high remuneration packages.Their advantages will attract a large number of domestic enterprises’ talented people to join so that the domestic construction enterprises will face a severe test of the brain drain because of the lack of talents.Starting from the construction enterprise human resources management present situation at home and abroad,combined with the modern project management theory and the basic content of human resource management,application of research methods to study the highway project human resource management of Shushen road east extension,find out how to improve the allocation of human resources and the way of effective the project management.The research methods include of the theory and practice and the combination of qualitative analysis and quantitative analysis and so on.In this article,highway project human resource management is divided into four parts which is human resource planning,project formation,project construction and project team management.The article will research the planning of the human resources from the project organization,job scheduling,staffing and recruitment,etc;the project formation include the formation of decision-making,management and operational and their formation conditions;project construction analyzes the responsibility of each member of the project,building cultural construction in team and from the perspective of performance evaluation to assess the project team building.The study provide reference research ideas and method for the similar project face a similar problem,so the research have the typical theoretical significance and practical significance. |
