Research On The Problem Of Rural Public Goods Supplies System

China's rural supply of public goods is the core issue which hampers rural development, and farmers out of poverty. However, various problems and shortcomings existing in rural public goods supply system are the key points which result in inadequate supply of public goods, and that of uneven and inefficient. In this paper, based on China's rural supply of public goods in the past, present and future, the article comprehensively uses the theory of public goods and the analysis framework of urban and rural structure theories, and focuses on the root causing the situation of China's rural supply of public goods then puts forward corresponding countermeasures in the background of the gap between urban and rural areas, China's current reform of the tax system and policy changes.On the background of the financial crisis in 2008,the first major document which is released by central authority,the construction of harmonious society, the building of a new socialist countryside and Time after the taxes and fees, in the article's first part, which mainly points out that the current supply of public goods in rural areas has been sufficient enough to arouse social concern. Then the article raises the acdemic and practical meaning of this research, specifies the research topic and relevant basic definition, bases the the research's basic theory upon the academic researches on public products at home and abroad and accounts for research content, importance, train of thought, and method; Through the second part's analysis and the data cited, the outstanding problems existing in the supply of public goods in rural areas conclude in the total supply shortage, the supply imbalance, the low rate of supply to meet demand,poor efficiency of input-output. In the third part, a field survey was carried out in Fujian Zhaoan country to test farmers'satisfaction with the rural public products.By method of collecting and analyzing datas , the farmers'demand for rural public goods is summarized in five main points The Analysis of the findings of the survey results are summed up as the basic production needs of categories of public goods in rural areas, basic lifestyle needs of rural public goods, types of social security needs of the rural areas the supply of public goods, public goods in rural areas of different income satisfaction and satisfaction with the level of farmers. Compared the problems existing in supply of public goods in rural China, the article gives the conclusion that the key of bringing about efficient supply of rural public products among every district still lies in the supply system's reform, improvement, and innovation. The fourth part enforces three aspects: relationship and differences between urban and rural areas, inconsistency between the supply system and the household contract responsibility system, and tax distribution management in the post-tax-and-fee era, through which analyze the root of inadequate supply of rural public goods in China. In the fifth part, the successful of exterior case gives a conclusion that supply of rural public goods, enhance the development of a comprehensive understanding of the rural economy, increase the supply of public goods in rural areas, reduce the costs of private activity and the risk of farmers'production .In the sixth part, the article gives four countermeasures and suggestions which propose to gradually promote urban and rural development, improve the financial transfer payment system, achieve supply diversification, and establish an effective mechanism of the demand. Finally, based on the full text of the research ,it summarizes the main conclusions and put forward the idea to further study.
