The New Rural Development And Rural Public Goods Supply System Is Perfect

The insufficient supply of rural public goods have been the bottleneck restricting the rural economic development in recent years .And it will be a problem which is not allowed to be overlooked in the process of dealing with the "San Nong" problems. In 2006, the Chinese government put forward the policy of New Rural Construction. The policy has asked for more supply of rural public goods on the one hand, and on the other hand it also has brought opportunities to perfect the rural public goods supply systems. On the foundation of others' research accomplishments, this paper will make further research of the rural public goods supply from the angle of New Rural Construction. And its goal is to find out new routes to satisfy the demands of New Rural Construction for rural public goods.This paper has been carried out mainly from the following aspects: The preface summarizes the research background, research method, and the related research accomplishments in domestic and international .On the foundation of deciphering the new rural policy, Chapter 1 demonstrates the chances that the policy has provided for perfecting the rural public goods supply systems. Chapter 2 describes the present situation of rural public goods supply at the beginning of New Rural Construction. And it analyses the problems that exists in current rural public goods supply systems, such as insufficient available supply, unbalanced supply between town and country , and unreasonable supply structure, from the angle of mechanism. Chapter 3 reveals how the problems in rural public goods supply come out, by analyzing the four parts of public goods supply. They are decision , fund-raising , producing and managing , and consuming. Chapter 4 analyses the rural public goods supply systems of foreign countries such as South Korean, Japan and America in order to study their successful experiences. On the foundation of clearing up the guiding ideology and goal of the rural public goods supply in the process of New Rural Construction , Chapter 5 works out the major content of innovation and the related polices to ensure.
