Research On Arable Land Quality And Land Expropriation Compensation In Jilin Province

As a specific kind of agricultural land,arable land is the land which is used to plant crop and done cultivating on often after reclaiming by human,it is a sort of precious scarce resource. Jilin province is confronting the opportunity and challenge from New rural reconstruction and Revivification of the old industrial base in Northeast,with the increasing force on strengthening construction of public basic facilities including transportation,water conservancy,power source, etc.,the demand on land will increase gradually,which must result in occupying a great deal of arable land.The problem that how to expropriate arable land rationally,protect arable land resource effectively without influencing on the rapid development in economy of our province, maintain boorish legitimate rights and interests,has became emphases in the research on arable land resource protection and land expropriation.This study was on the base of analyzing both home and abroad theoretics of land expropriation compensation and arable land quality assessment,did research on the relationship between arable land quality and standard of land expropriation compensation combining the practical situation in Jilin province.This essay elaborated that this research generated under the background that the quality and quantity of arable land decreases increasingly and the land expropriation system is hard to adapt to the present development,then discussed this research had significance to protection in quality and quantity of arable land,as well as maintaining boorish legitimate rights and interests,ect. summarized both home and abroad research progress and development trend about theoretics and methods of arable land quality assessment.This chapter compared and analyzed the theoretics and methods of land expropriation compensation in Britain,Germany,Japan and China,analyzed the history of present land expropriation compensation in our country,put forward some shortage in present land expropriation compensation system.This essay analyse the basal information Furthermore,this study expatiated the methods and approaches about classification of arable land quality in Jilin province.This essay did an assessment on the arable land quality in Jilin province according to the basal information using the methods of arable land quality assessment which mentioned in the forth chapter,the minimum of arable land's natural quality index in Jilin province is 357.75,the maximum is 1599.92,which are divided into seven natural quality class,the quality of the first class is best, and the seventh class is worst.Put quality grads of arable land in each natural quality classes as amendatory coefficient in standard of land expropriation compensation,with the quality of expropriated arable land improved,the amendatory coefficients are 1.00,1.43,2.02,2.43,3.03,3.44,3.92 respectively.Selected Changchun city,Baishan city,Huadian city and Zhenlai city as representative regions,protracted the equivalence chart of amendatory coefficient in land expropriation compensation using GIS technology.This essay was the conclusion,the author put forward suggestion including the standard of land expropriation compensation should be consistent to the quality of arable land,expropriating the arable land in low quality,as well as protecting arable land in high quality.This research built the standard system of compensation in land expropriation called the same quality,the same value,solved the problem about the arable land in same quality without the same compensation standard.The principle that the compensation standard of the arable land in high quality is higher not only maintained boorish legitimate rights and interests,but also had benefit to encourage farmers to combine using and cultivating in the arable land,which can get the aim that protect the arable land.
