The paper through further translates the connotation of total farmland dynamic balance and cultivated land requisition-compensation balance, the paper understands the farmland classification and the connotation and evaluation methods of cultivated land quantity and quality conversion, analysis the logic relations between them, explores grafting methods and connection channel, then Construct the system of cultivated land quantity and quality conversion method based on farmland classification. Meanwhile, it proposes the goal grade of reserved cultivated land resources development and the determination method of cultivated land grain production capacity, which can provide a basis for determining the supplementary cultivated Land's quantity and quality and promote sustainable use of land resources. The main contents and conclusions of the study as follows:(1) Further translates the connotation of total farmland dynamic balance and cultivated land requisition-compensation balance, and put forward the concept model.By analyzing the cultivated land change and its impact factors, put forward the concept model of total farmland dynamic balance. Cultivated land requisition-compensation balance is part of total farmland dynamic balance, it proposes the mechanism model of cultivated land requisition-compensation balance based on the concept model, and according to sustainable development, the connotation of cultivated land requisition-compensation balance is divided into five levels which are occupation and compensation cultivated land quantity balance, quantity-quality balance, quantity-quality-ecological balance, quantity-quality- ecological-humanities balance and the possible fifth level, and analysis the realize the necessity and possibility of each level. Nowadays, China's cultivated land requisition-compensation balance is upgrading from the first level to the second level.(3)Investigating the logistic relation between classification of agricultual land and requisition-compensation balance, getting married to connect the way and the expression methods,putting forward the calculation method of Equivalent Coefficient about quality of cultivated land.From the point of cultivated land system, this text commented the characteristics of classification of agricultual land.Discriminating the logistic relation between requisition-compensation balance and classification of agricultual land.The calculation between requisition-compensation balance and classification of agricultual land reflects the consistency among cultivated land quantity corpus, the factor category and the evaluation dimensions. So they have inborn foundations for fusion.However,there are obvious differences between the service target,representation method,meaning of three Grade-determination and the calculation of requisition-compensation balance. According to the same and different poits of classification of agricultual land and the convert of quantity- quality,this article puts forward a fusion method,which regards Land Use Coefficient as control condition,regards the natural quality as grafting,regards the combination of factor of farmland and regards marking the standard food as expression method,establishs the corresponding relationship which is about grade- combination of natural factor-grain productivity,put forward the method of convert of quantity- quality.(4) Putting forward the development goal of reserved cultivated land resources and determination method of grain productivity.Based on suitability evaluation of reserved cultivated land resources,according to the status of limiting factor during the development of reserved cultivated land resources ,according to natural conditions and social economic development level,design every elements' state after the development of reserved cultivated land resources return cultivated land.According to every main factor' design goal after the development of reserved cultivated land resources,form and supplement the combination of factor of farmland.Making use of the method of analogy,referring to grade- combination of natural factor-grain productivity, determine supplementary cultivated land'grain productivity.Provide the way for the convert of quantity- quality.(5)To take Hebei as an example, verified the calculation method system of repairing the cultivated land quantity- quality.Analysis of the natural socio-economic situation in Hebei Province, based on the analysis of the results of farmland in Hebei Province, build the type of combination of factors, and explore the combination of factors, types of land distribution. Factors indicators for the area to control the region's largest land-use factor for the area equivalent units, calculate combination of factors, the land marked for-food standards. Combination of factors, the type of farmland in Hebei Province marked the highest standards for food 14764.5kg. hm-2, higher than 13500kg. hm-2 combination of factors, the type of general distribution in the Piedmont area in the Taihang Mountains, the Yongding River Alluvial Plain, Luanhe alluvial plain; minimum standards for food labeled 2254.5 kg. hm-2, lower than 2500 kg. hm-2 are mainly located in the dam area plateau. Making use of the method of analogy,referring to grade- combination of natural factor-grain productivity in Hebei Province, determine supplementary cultivated land'grain productivity.Then we can make the convert of quantity- quality.
