With the rapid development of China’s economy, the defects in current compensation standards for land expropriation, like small range, low standards and unclear ownership are becoming more and more obvious, triggering a series of social problems;meanwhile, a large number of high-quality cultivated land is building occupied, causing huge problems on national food security. How to formulate scientific and reasonable compensation standards for land expropriation, especially cultivated land, are concerned. The matters of what the value loses, what the compensation’s contents and amount are, and how to allocate need to be solved. Therefore, in order to safeguard the interests of all parties, alleviate social contradictions, and provide useful reference for the reform of land expropriation system etc., it is necessary to establish a comprehensive, fair and reasonable compensation standards.Based on literature review and relevant theory, this paper quantifies the economic, social and ecological value of cultivated land using incoming approach investment method, cost approach, shadow price method, shadow engineering method, results reference method etc.. Through the analysis of cultivated land value loss in the process of land expropriation, so that explore the contents, quantity, ownership of the land acquisition compensation standards. Finally, taking Xi’an city as an example for the empirical analysis. Through the research, the following conclusions are obtained:(1) From the perspective of the function of cultivated land, the content of compensation standards for cultivated land expropriation is divided into three aspects of economy, society and ecology. The compensation for economic value includes the value of economic output and the value of the ground. The social value compensation includes the value of social security and stability. The compensation for ecological value includes adjustment, support and cultural value compensation.(2) Land expropriation compensation is a comprehensive system. Cultivated land value loses or changes in the process of land expropriation, and a distinction should be made in analysis. Cultivated land expropriation compensation is a part of value loss, because some value belongs to State rather than collective or farmers.(3) The compensation standards for land expropriation based on the value is higher than existing standards in Xi’an City, and the compensation belongs to State and collective is transferred to farmers, as a result, farmer’s compensation is improved significantly, and their interests are safeguarded, what’s in line with the direction of land reform.(4)The empirical analysis on Xi’an City confirms that the compensation standards for cultivated land expropriation based on the value is feasible and reasonable in technical, economic and policy aspects.
