With the hotter and hotter development of the Globalization accelerating the pace of Changes and increasing uncertainties in the market,more and more enterprise tend to adopt outsourcing aiming at enhancing competitiveness by using external resources.Based on this concept,Human Resources Outsourcing(HRO) is exactly coming into being and become focus of attention for scholars and the governments in nearly a decade or two.As a result, many research fruits of Human Resource Management have being emerged.And Human Resources Outsourcing Market has growing rapidly.HRO is a new management method,which provides a good opportunity to the enterprise for its strategic development.Unfortunately,the previous research mainly concerned the particular region or particular factor.The study on HRO Degree has not been highly considered,and the existing research is more focused on internal factors of enterprise.Based on the results of theoretical studies at home and abroad,and with an eye to the enterprise's internal and external environment,this paper analyzes the influence factor of HRO Degree from the perspective of the party awarding the contra.Summarizing the result of influence factors research at home and abroad,analyzing the enterprise's internal environment and external environment,and using Transaction Cost Theory,Agency Cost Theory and the Theory of Core Competence,This paper identifies a variety of factors which influence the HRO Degree decision-making,builds the HRO Degree's impact factor model and points out that the asset-specific and core competitiveness of human resources business is the main influencing factors.On the basis of the positive analysis,the influence factors is summarized in view of inter-and extra- scope.All these research offer a theoretical guidance for the enterprises to carry out activities in Human Recourse Outsourcing effectively.
