Since manufacturing outsourcing developed and prospered worldwide in last century, outsourcing has become an important management tool in almost every procedure of enterprises'operation. Human resource management outsourcing (HRMO) came into being under this circumstance.Based on the introduction to the concept and motives of HRMO, the author would focus on the research on the degree of HRMO. The research on the HRMO degree will help the owners and managers of companies properly arrange the resources outside and inside of the organizations. It would also be helpful in making HRMO play a more effective role in the enterprises. By now, not too many scholars put much effort on this issue. Under the principle of strengthening the core competence of enterprises, creating core advantage of human resource management, the writer would design a HRMO degree model. This model contains two dimensions, the strategy importance of human resource management operations and the categories of employees. Further qualitative and quantitative analysis would also be made.A case study would also be made in the last part of the paper. The author would combine the theoretical and the practical in this case study.The author sincerely hopes this paper can help the practical management of enterprises.
