After anlysis we know that in Hunan province the level of education is high, the degree of the opening to the outside world is high, the level of industrialization is low, the economic strength is not strong, and so on. In the central six provinces Hunan province' s potential capability rank fourth, and comprehensive competitiveness ranked fourth too. At the last, according to the result of comparing research, the article proposes the Countermeasures to promote economic and social development from the three rural issues, industry, infrastructure, science and technology as well as educationAt selection of the research perspective, the study is from shallow to deep, and from points to overall, static analysis combined with dynamic analysis. In order to find the most accurated research methods to study on the article, get the most accurate result to serve the region economic development, some analying methods are used.
