With the global economic integration and the rapid urbanization, cities have become aggregated areas of modern logistics. Logistics industry is an important part of urban economy, which belongs to the third industry. It also plays an important role in the promotion of urban economic development. Moreover, urban economy is the prerequisite and foundation for the survival and development of the urban logistics. Therefore, strive to develop urban logistics and enhance the urban logistics competitiveness can drive and promote the urban economy develop rapidly, make for improve the urban industrial structure, optimize the regional distributional of productive forces, improve the investment climate; thereby enhance the comprehensive quality of national economy and the economic benefit of enterprises, strengthen the urban comprehensive competitiveness.Central China is located in the central hinterland of China. It has a capacious developmental space and a better economic foundation. It is suitable for developing the logistics industry. However,logistics industry in Central China is being a lower lever phase, and is facing with double pressures and challenges from domestic and overseas. It has only one opportunity to ensure its survival and development. The method is to breed and promote the city logistics competitiveness in its Central City. In this paper, it tries to construct a urban logistics competitiveness evaluation system based on analyzing the developmental condition of urban logistics industry in the three Central City in Central China, and make evaluations to the logistics competitiveness of Zhengzhou,Wuhan and Changsha. The definite contents as follows:First of all, the paper accumulates experiences from the studies about urban logistics and the regional logistics competitiveness evaluation at home and abroad; discusses the connotations of urban logistics competitiveness, and the relationship between urban logistics and urban economic by synthetically apply the theories and methods from multiple subjects.Secondly, it establishes a competitiveness evaluation index system with seven fields, which are the scale of logistics demand, the condition of logistics supply, the developmental level of logistics enterprise, the location, the developmental level of information technology, the institution and policy, and the logistics talent, following the principles of scientificalness, comprehensiveness, operability and advisable index numbers.Finally, it evaluates the urban logistics competency in the three Central Cities by using the methods of factor analysis, principal component analysis and regression analysis; and disposes the datum uses the software of SPSS (Statistic Package for Social Science) and GIS (Geographic Information System). And it makes a simulation for the tendency of their competitiveness development; analyses the strengths and weaknesses in the competition among Zhengzhou, Wuhan and Changsha.
