Study On The Refined Management Double Control Mode In Kailuan(Group) TangshanMining Branch

Taking Tangshan Coal Mining Subsidiary Company of Kailuan Group as its target of study, and focusing on the management problems with coal mines of state-ownership,this paper put forwards the essential idea of the elaborate management mode of RMDC through combined use of modern management theories and methods. At the same time, the management mode of RMDC and its implementation procedures are designed based on the company's conditions.The paper gives a description of the key role that the coal mining industry plays in China's national economy and the central government's strategic policies for its healthy and sustainable development, makes an analysis of the management situation of coal mines of state-ownership, provides a clear statement of the points of innovation in the management mode of RMDC, gives an overall account of the enterprise's development history and process of management renovation, conducts an analysis of both internal and external affecting factors, argues over the necessity and importance of the implementation of RMDC. Furthermore, guided by basic theories on management of modern businesses,including the theory of systematic management, the theory of elaborate management, the theory of target management, the theory of man-based management, and the theory of flexible management, the paper describes in a comprehensive way RMDC's essential idea, implications, features and purposes, gives a systematic designing of RMDC's organizational structures, procedures as well as its mode of operation, makes a detailed statement of the key issues like the division of management levels and the execution of the management procedures, makes a summary of the experience and results acquired from application of RMDC.The study in this paper is of great realistic significance and has certain referential value to coal mines of state-ownership not only in their breaking the traditional and backward mode of management, facilitating the transformation from the traditional experience-based mode of management to that of scientific management, but also in constructing the modern mode of management suitable for market competition and realizing their healthy and sustainable development.
