Evaluation And Improvement Measures Of Safety Management Execution Power On State-Owned Key Mines In Shanxi

In recent years, so many systematic work had been done in the enterprise security management by the State-Owned key Coal Mines in Shanxi, the level of mining equipment and preventing calamities is rising, the system of safety management organization,mechanisms and management institution are also being perfected. Even though it is, the coal mine accidents occur continuously. And it also developed from small coal mine accidents to extraordinarily serious accidents in State-Owned Key Coal Mines such as Tunla,Wangjialing and so on. After studding and researching, there were so many reasons to make this happen. Some management staff and workers did not execute enough in implement ting national laws,regulations,security management system of corporation and on-site management in security technology measures. Do not or discount execute the command and etc related is one of the fundamental reasons to cause the frequent mine calamity in the important State-Owned Coal Mine in Shanxi Province. There is practical significance and long-term strategic significance in improving the safety management execution of coal mine, which can reduce the probability of safety accidents effectively, form the stable and Long-effect mechanism of safety production to further realize the safety production of the coal mine, and promote the forming the core competitiveness of coal mining enterprises.The paper begins with the present situation of Shanxi coal mine safety, and analyses the problems of the Shanxi coal mine security management and safety execute. The problems of human,mechanism and enterprise culture construction are the deep-seated problems of insufficient execution. Through the survey of State-Owned Key Coal Mines in our province, we did deeply factor analysis to the existing problems and then summarized five major effects on mine safety management execution, quality of workers,execution concept,system status,indemnity system and excitation mechanism.Morever,based on these factors, we built a safety executive power evaluation index system. We also evaluated Mine MA, MB and Mc in M mine group which was key researched by grey relational analysis. The evaluation results show that execution concept, quality of workers and excitation mechanism is not only the most important aspects on constraining safety management execution but also the key areas on improving safety management execution power. On this basis, we put forward countermeasures and suggestion, like constructing corporate culture with execution awareness, strengthen execution concept of staff; increasing the number of staff training and reinforcing the staff quality; consummating excitation mechanism and enhancing safety management executive power, optimizing indemnity system and ensuring the implementation of the safety execution power; majorization the system status, raising safety management executive power and so on.The innovations of this paper is: in the side of theories, it keeps the power of executing and evaluating together and then applied them to the mine safety management; in the side of methods, the gray relational method is applied to evaluate the execution of mine safety administration, it breaks through the traditional methods which using the qualitative in researching Mine Safety execution.
