Government Management Research Of "Issues In Small And Medium-sized Coal Mines"

Frequent mine disasters, ecological damages and associated social issues have become a nationwide focus in these years. The purpose of this thesis is to dig out the essence of "issues in small and medium-sized coal mines" through strengthening and improving government management. The coal mine issues are tightly interweaved with the national economic development, because the overproduction in coal industry stimulated by the high energy consumption to supply the rapid economic growth causes environmental pollution, damage of people's life and property, collusion between officials and businessmen, coal owner's luxury life and other related social issues.For "issues in small and medium-sized coal mines", "manage" is more important than merely "close down". The external government management is prior to internal management in coal mines, as the serious issue reflects not only the problem in coal mine industry but also the comprehensive social problem. The lack of scientific energy strategy, improper government system and immature private capital management are the deep reasons for serious coal mine issue. Approaches for government were proposed as follows: using foreign experience to make scientific energy strategy and implement IGCC project; implementing scientific emergency management with advanced information technology; accelerating the reform on government performance assessment system and strengthening government internal management through transferal policy; improving property system, independence of local justice enforcement, supervision system and administrative law enforcement on responsibility investigation system for related legislation; adjusting coal industry in accordance with market rules through large-scale integration and corporation module operation, which is a necessary economic method to strengthen the guidance of private capital.
