The coal, as strategic resources, is very important to any nation. Comprehensive, coordinated and sustainable development of mining enterprises not only relate to the national energy security and social stability, but also relate to good and quick development of social economy.In China, with the deepening of the market economic reform, the worsening of global economic integration, mining enterprises are facing the fierce competition in domestic and foreign markets. Therefore, it is a very urgent task to set up a large coal enterprises group in order to reduce disadvantages of the small scale, the weak strength, the less competition as soon as possible. To promote our provincial strategic structure adjustment of coal industry, Heilongjiang Provincial Party Committee and the Provincial Government have reorganized the four largest state-owned mining enterprises, such as Jixi, Hegang, Shuangyashan and Qitaihe.,and set up Longmay Mining Group. In the paper, the process of reorganization of the Longmay Mining Group and how to improve developing strategies in the new situation have been carried out analysis.The dissertation summaries the rebuilt process of Longmay Mining Group. Directed by related theories of Strategic Management and combined with practical business development, political, economic, social and technical environment are given the whole analysis in the means of PEST. At the same time, advantages and disadvantages, opportunities and threats of marketing environment of the Group are also given deep analysis in the means of SWOT. The corresponding measures and suggestions presented to the Group give two ways. One is a scientific and efficient way to form the core competitiveness, another is a way to obtain long-lasting competitive advantages.
