Roasted eel is a farm product that produces the largest amount of foreign exchange gains in China, accounting for an export volumn of 80% in the globle trade and a revenue of over RMB ten billion Yuan. In recent years, importing countries are imposing more and more demanding requirements on safety and sanitation quality, bringing new problems to the export of the roasted eel.This thesis studies and analyzes the risk factors that may influence the quality safety and the existing sub-systems of safety supervision, making reference to the theories of controlling the quality safety in the whole production process of farm products and controlling the sanitary safety of eel and eel products. According to HACCP principle and on the basis of key points of sanitary quality control (the supervision pattern of cultivation, the supervision system of drug residual in roasted eel and the quality safety supervision mode for the processing of roasted eel and its storage and transportation) during eel cultivating, processing and production, this thesis brings forward the following systems: 1. Effective prevention and control sub-system for quality safety of roasted eel for export; 2. Traceability sub-system of quality safety of roasted eel; 3. Long-term supervision system on quality safety of roasted eel for export. Thereby a relatively complete supervision system on quality safety of the roasted eel for export is set up by developing the existing sanitary control systems of the roasted eel for export.In conformity with the principle of HACCP risk control, this supervision system makes analysis of risk factors on the links, including the raw material production, processing, storage, transportation, export trade and custom clearance, specifies the key points in controlling risk factors, and establishes a risk control sub-system as the framework of the supervision system. Therefore, a relatively complete supervision system on quality safety of roasted eel for export is established.The supervision system will exert an effective control on the quality safety of eel products, improve the quality of the products, and realize an effective prevention and control on quality safety in the whole process from pond cultivating to cooking. In particular, the system will effectively prevent inspection evasion and omission of roasted eel products, and play a highly efficient role in tracking and tracing of roasted eel products so as to identify related information such as the cultivating pond and the detailed cultivating process, the eel processing factory, and the custom clearance and inventory status, transporation agent, country and region of trade, etc. In this way, risks in various links of the industry chain of eel are controlled and relived, quality and safe roasted eel products are manufactured and technical barriers imposed by other countries are well addressed. The successful export of eel products and foreign exchange gains are made available.This system provides a practical safety supervision pattern and supervision system for the quality safety supervision of roasted eel for export.
