Since Robert Kaplan and David Norton developed the Balanced Scorecard, it's got an extensive application in the global enterprises management for more than ten years. Being a tool of the strategic management, the Balanced Scorecard puts the strategy at the core position of company management and makes the enterprises' strategies be alloted in each level. This indicates a direction to pass the strategic request that informs the company to the built-up decomposition of strategic target, making each section, employees of the company close around the strategic target of the enterprises, and it also carries on the implement to ensure the strategic realization of the enterprises in a specific way. At the same time, the enterprises must take great efforts to improve their basic management systems, such as all-out budget, information data collection, flow management, organization structure and human resources if performance management systems based on the Balanced Scorecard are introduced. On the other hand, the enterprises must conduct management innovations to improve their overall management levels.This thesis takes Chongqing Publishing Group Company as a research object. It aims at the characteristics of the publishing enterprises and to find the problems existed in performance management. And it also uses the theory and technical methods of the Balanced Scorecard to explore and establish effective performance management systems which can adapt to the true conditions of the company and the market economy. The full thesis is made up of eight parts: Chapter 1 is an introduction. It introduces the objective and meaning of the thesis by analysis of the publishing companies in China and their performance management systems. Chapter 2 is a textual theoretical part which is the article prop up, discussing the creation, content and evolvement of the Balanced Scorecard and explaining the purpose and meaning. Chapter 3 is to make a meticulous analysis to Chongqing Publishing Group Company in management conditions and the existing problems of the strategy implement process and the limit of the performance management. These problems have certain catholicity. They are not only the problems that Chongqing Publishing Group Company faces, other state-owned enterprises also have the similar phenomenon. Chapter 4 introduces the first-phase preparations for the construction of performance management system organized by Chongqing Publishing Group Company. Chapter 5 is a textual point. Make use of the Balanced Scorecard to design the performance management system of Chongqing Publishing Group Company, analytical from four levels. The first level is to elaborate the strategic establishment process of the company and its strategic target. The second level is to carry on decomposition to the company strategy, getting the Balanced Scorecard. The third level is to design the Balanced Scorecard for working sections. The fourth level is to draw up the personal Key Performance Indication system. Chapter 6 is the operation process of the performance system, elaborating the performance measurement of the sections and personnel in Chongqing Publishing Group Company, thus resolve the dislocated problem of the company's performance management system and its measurement. Chapter 7 is to think about the possible problems when the Balanced Scorecard is used in operation process and to put forward the improvement suggestions at the same time. Chapter 8 is the conclusion of this thesis, inducting and deducting the results of the research.
