The competition of modern enterprises is after all the competition of manpower,and the competition of the overall quality of the human resources. In this aspect,human resource is the very foundation for an enterprise to live and to exist. For thefossil power plants in China, which are the enterprises mostly colored with planned-economy, it is of great contemporary importance that they could meet the requirements and they could concentrate on the key issues of human resource development and management, and that they build up a scientific and rational assessment system for achievement and effectiveness suitable for the enterprise's reality, to invigorate the distribution system, and to release the initiative of all staff, and to increase the competitiveness of the enterprise.Having carefully studied and summarized the theory of performance appraisal,the author of this article conscientiously analyzed the current state and situation of SZS Power Plant, and found out the problems and shortcomings of the old assessment system of this power plant. At the same time the author combined the contemporary management theory with the reality of SZS Power Plant,and put forward the general idea of designing the new performance appraisal System of SZS Power Plant. The assessment plans and standards for all branches,departments and positions are given and marked in this article. The ideological,organizational and systematical methods to insure a successful proceeding of the new assessment system are also described. At last some restrictions and places to be improved of the new assessment system are analyzed.This article aims to introduce the new study achievement of assessment system in the area of human resource to help the old power generation enterprises build up a modern human resource system. The author sincerely hopes that it will provide some useful references for people working at the human resource management in the fossil power plants in China.
