Druker, a great master of management emphasizes that human resource is the only real resource, because it is the only "live" and creative factor among all resources of a company's. For the production element in the enterprises, the funds can be loaned, the equipment can be purchased, the strategy can be imitated, but only the excellent staff can not be "copied". Especially in the era of knowledge economy, the development of enterprises pays more attention to "people-orientation" and depends on the employees' mental schema, creative, organization and coordination abilities. Therefore, the strengthening of human resource management to improve core competitiveness has already become the common understanding. However, human resource planning, as the basic work of human resource management, is playing more important roles in many aspects, including improving the human resource structure, constructing the human resource management framework, like recruitment, appointment, training and performance management integration, realizing the reasonable development and utilization of human resource, improving staff satisfaction and the incentive measures and helping enterprises to achieve development the goals.Human resource planning is the whole process of human resource management involved in human resources forecast by scientific methods based on internal and external environments, taking appropriate policies and measures to ensure the right person with right skill in the right position and maximizing the human resource efficiency in order to realize the general development strategy and achieve production and management goals. Author suggests that the human resource planning should be established as soon as possible in Liaohe Oilfield Company, in line with the enterprise strategy, aiming to make reasonable human resource preparation for the enterprise.In the paper, the management situation and human resources status of Liaohe Oilfield Company is analyzed by using human resource plan theory, and the main human resources problems and caused reasons are pointed out for Liaohe Oilfield Company. In view of the practical situation of the enterprise and enterprise strategy for the target, the internal and external conditions of the enterprise are analyzed, the human resource demand and the internal and external human resources supply are forecasted by using mathematical models, empirical method, situation planning method and brain storm method to predict. Based on the forecast, it is found that there exists imbalance between the human resource future demand and supply, and the balanced human resource planning is made, and specific plans are proposed including training plan, recruitment plan, and core talent cultivation plan. At last, a proposal of efficient human resource planning is given from the perspectives of enterprise's organization and system guarantee.
