In recent years, with China joining WTO, international trade has become increasingly frequent. Goods packaging and quarantine during imports and exports become more and more important. For China quarantine agency, China's manufacturing advantages and economic development bring both opportunities and challenges.This dissertation deploys strategic management theory, leveraging large foreign enterprises' successful strategies design and implementation experience, Porter Five Forces and SWOT matrix analysis, to analyze external opportunities and challenges for Liaoning regional quarantine bureau, and analyze the organizational structure, management model and competition to Liaoning LJ company, which is the child company of Liaoning Import/Export Inspection and Quarantine bureau. Through the investigation to its advantageous resource and conflicts, to put forward a set of strategies catering LJ's own characteristics, implementation phases and periodical focus. We're expecting to develop some sustainable development activities, to provide the reference to other quarantine departments on their road of reform and development.The essay is divided into six parts: the first is the introduction, giving the background, purpose and content structure; the second part is the external environment analysis, through LJ's external trade environment, the macro environment analysis, clearly conclude the five forces of competition and display opportunities; third part is internal environment analysis, by analyzing the companies to find their own strengths and weaknesses; fourth part is development strategies and phases' developing focus; the fifth part is the strategy implementation and control through SWOT analysis, future internal and external environment analysis and summary, the company come up with a series of development strategies, and identify the strategic objectives in three stages of implementation. Through the establishment of a modern enterprise system, marketing and human resources systems and other measurements to ensure the effective implementation of corporate strategies; the last part is the conclusion on best choice of strategy measurements, to work out the sustainable development.
