By the end of 2006, the domestic finances market has been thoroughly opened to foreigners. Under this circumstances, the domestic banks are now facing an unprecedented tremendous pressures from its foreign competitors. We believe a "secure, stable, orderly and high- efficiency" IT operation service management model is the key for domestic commercial banks to improve its service and beat its competitors. From the point of IT operation management, this article tries to analyze and answer the question: how can the domestic commercial bank build up a "secure, stable, orderly and high- efficiency" IT operation service management model.This article is divided into three chapters.Chapter 1.Introduction.This chapter will introduce the important role that IT plays in Finance Service Industry, and address the challenges that commercial bank faces in the field of IT operation service.Chapter2.The international trend of IT operation service management and the requirement from domestic regulatory community. This chapter introduces the basic knowledge of IT operation service management, the best practices of IT operation service management process, the requirement from domestic regulatory community regarding IT operation, and gives a brief analyst on the status and trend of banking IT operation management.Chapter3.The practice of commercial bank's IT operation service.Taking Industrial Bank as the example, this chapter analyzes the following several aspects. Firstly it discusses the necessity and steps on how to rank the IT security priorities according to the importance of both IT assets and IT service. Secondary, aimed at building up a "Secure, Stable, Ordered, and High- efficiency" IT operation service model, it designs the process of both daily IT operation and emergency management, and proposes a 7*24 cooperation working model of multi position team. Thirdly, to improve the whole operation service quality, it discusses the possibility of building up operation exchange platform, operation monitor system ,operation analyst system and operation information releasing platform. At the end of this chapter, the concept of "Mature IT Outsourcing" is raised and discussed on how to realize the IT operation outsourcing for commercial banks.
