As the financial environment changes dramatically in recent years,the competition for the banking industry has been increasing.In such upheaval and under the high pressure,there are frequent commercial bank operating risks,and relevant scholars' study shows that banking operational risk cases in recent years are all from branch counter at the grassroots level,and the operation risk is counter operation risk.The counter operation risk is a big operational hazard for commercial banks,bringing considerable financial loss and reputational risk to commercial bank.How to effectively prevent and control the counter business operational risks is an important issue to be solved urgently.The bank A is one of the largest state-owned banks in China,with a long history and mature internal control system.However,with the reform of the financial sector,the reform and innovation of all kinds of financial products and the constant innovation and development of the business have brought the traditional big bank big challenges in internal control aspect.In the course of the operation of base business organizations,there are many shortcomings in the prevention of operational risk,and there are a lot of hidden dangers.Business organization at the grass-roots level is the first defense line of the internal control,how to better use the first defense line under the new situation to prevent counter operation risk of the business organizations at the grass-roots level development has an important realistic meaning on steady development of the bank.In this paper,the definition,characteristics and manifestation of operation risk and t counter operation risk were introduced,and combined with the theory of internal control,the current situation of operation risk management and the existing problems in grass-roots business organizations of A bank were analyzed,and the corresponding improvement measures were put forward according to the author's 6-year working experience of the bank teller and the deputy managing director in the bank.The innovation point of this paper is to analyze the disadvantages in the prevention of counter operation risk in grass-roots bank outlets through a large number of cases in real work.The deficiency of this paper lies in that,because the content of this paper involved A bank's core content,and the author ability to collect information was limited,the obtained data can't fully satisfy the study,in addition,some measures need to be validated in practice.
