Study On Improving The Chinese Land-use Planning Mechanism

As the 21^st century comes, China's society and economy develop very fast, and the contradiction between the population and land becomes more and more serious. At present, China is revising and setting the new-round land use planning. Because of the new social and economic development as well as the changed status at the time of last round planning, it is necessary to summarize the experience of last two rounds and their short advantages. This thesis aims to study the mechanism of setting the land-use planning, which helps to edit and apply the new round planning, and at the same time effectively reduce the contradiction between land the social economic development. It also helps to guarantee the continuing development of social economic and environmental resources. This article reviews the experience of the land-use planning of our country, analyses the problems and their reasons of the last two land-use planning, then explores the new land-use planning system from the theoretical view. This thesis includes four parts:First, the basic theory of land-use planning. The first part aims to introduce the concept and content of land-use planning system and land-use planning. This part also summarize the history of the implementing China's land use planning, and stresses the importance of land-use planning in the new status.Secondly, the comparison of land-use planning in China and abroad. The second part analyzes and compares the system and management model of land-use planning in UK, Canada, USA, etc. and summarizes land-use experience which can be recommended in China.Thirdly, analysis of the problems existing in the planning of the last two rounds , as well as the reasons. This part summarizes the experience and short advantages from the planning of the last two rounds and analyzes the reasons of the problems.Fourthly, how to make the land-use planning system better.
