The sea is the resources and strategic space that prop up the survival and development of human. The strategic significance of ocean in the development of society, economy and politics is highlighted increasingly in China which is a great country with all sorts of ocean and land. At present, the marine development of China has come into a crucial period during which the development will be accelerated and the strategic transformation will happen. The exploitative activities for ocean that tend to be complexity and pluralistic can lead to two development trend of the Ocean-Land relationships. The first one which is caused by the connection of reproduction between terrestrial industries and marine industries is that the resource complementation, industries interaction and economic relevance between ocean and land will be further enhanced as the further development of ocean; the second one which is caused by the limitation and excludability of resource is that contradictions between ocean and land will be further intensified if lacking the system arrangement to restrict and guide the exploitative activities for ocean and land rationally. Human subjective initiatives should be given the fullest play to intervene and guide the evolution of the Ocean-Land relationships. One aim of intervention and guideness is to avoid disorder competition between ocean and land, control the entropy increment and reduce the energy consuming of Ocean-Land complex system, keep the coordination and orderliness for the system; another aim is to amplify the effects of interaction and complementation between ocean and land, promote the elements such as technology, resources, talents, capital and so on to be rationally allocated and highly efficient utilized, reinforce coordination and relevance between ocean and land with open perspective and Ocean-Land bidirectional thoughts, break through the bottlenecks and create more opportunities of development in the process of interaction and complementation between ocean and land, give full play to emergence of Ocean-Land complex system, unlock the economic, social and environmental benefits that lie in the system. Sea-Land overall planning is proposed under this Realistic Demands. The statement in "The Twelfth "Five-year" Plan of National Economy and Social Development of China" means Sea-Land overall planning has already turned into the national strategy. The demonstrative areas for development of marine economic give sufficient attention to implementation of the Sea-Land overall planning. Sea-land overall planning has already been the prominent feature for social and economical development of coastal region in China. The implementation of Sea-Land overall planning which can reinforce coordination and complementation between ocean and land is not only the key for the sustainable development of coastal region, but also has strategically meaning and global Influence for building overall moderate prosperity society and realizing basic modernization in China. Sea-Land overall planning of coastal region has important research value.Comprehensive theoretical knowledge is applied in this paper, such as sustainable development theory, system theory, man-nature relationship theory, symbiosis theory, regional economic integration theory, industry conjunction theory and environment ecology and etc. Sea-Land overall planning of coastal region is thoroughly and systematically researched by combining normative approach with positive study, qualitative analysis with quantitative analysis and theoretical analysis with policy investigation. The complete paper is mainly divided into 4 parts that contain main contents as follows:The first part of paper research on the basic theoretical questions about Sea-Land overall planning, it mainly contains explaining the definition of Sea-Land overall planning from the perspective of basic elements for overall planning(OP),analyzing the connotation of Sea-Land overall planning in depth, comparing Sea-Land overall planning with its related notion to deepen our knowledge of it, proposing the principle for the implementation of Sea-Land overall planning, all of these can enrich the theory system of Sea-Land overall planning. The second part is the realistic analysis for implementation of Sea-Land overall planning from the three aspects:necessity, opportunities and challenges. The third part the economic, environmental and social problems that are contained in the Sea-Land overall planning are translated into the analysis for sea-land symbiosis system in coastal region. The mechanism of sea-land symbiotic system in coastal region is investigated on the base of symbiosis theory. The forth part confirm the key points that determine the symbiotic relationship between sea and land according to the symbiotic phase transformation theory, and countermeasures and suggestions for promoting the coordinative development of sea and land in coastal region is proposed by combining the result with the realistic analysis for implementation of Sea-Land overall planning.The main achievements of this paper are:First, the conception of Sea-Land overall planning is interpreted comprehensively from the four aspects:subject, object, environment and target for overall planning. The economic, environmental and social problems that are contained in the Sea-Land overall planning are translated into the analysis for sea-land symbiosis system in coastal region. Not only the existent symbiotic model between marine economy and land economy, but also the existent symbiotic model between sea-land symbiont and its symbiotic environment is determined.
