Study On Flexible Planning Of Land Use

The economic in China has been developing with high speed,and China tries to achieve society and economic transition with the economic globalization,it is an important project to decide which planning model to use so as to take the land use plan into effect and satisfy the require of economic development.Land use plan,as a planning form to guide the land use,is subject to the history background,the development demand of economic and society.As it is known,there are different planning models due to different development terms,planning goal and request. The traditional theories of the general land use plannlng hold that the general land use planning is a kind of planning with certainty and usually treat it with rational approaches.The planning results are often very rigid,and Very easlly leading to form unrealistic and ineffectiVe planning.Via the two-time land use practice of China,We can find that the chinese land-use planning is all rigid planning,which is an outcome of planned economy.In the face of the rational and irrational problem of land-use planning,the operator often deal with it of rational,and this mode fall short of the development of economy.The unpredictability of economic and social development leads to the variability of land use,thus requiring a flexible land use planning.In county-level general land use planning,the main elements of land-use strategies,land-use objectives,land-use structure adjusting,land-use spatial distribution,land-use districting,the use-control rules of the land use distrlct,and the safeguard measures of planning implementatlon structured a tight system that the flexibility of any contents could affect the operation of the whole planning system and mechanism.This paper uses the"Green Fig Planning"idea as a guide and takes the flexible degree as the entry points,constructing the research system for the problem of flexibility of general land use planning at county level,Putting the concept of flexibility into the entire plannlng system.This paper brings forward the intension of the flexible land-use planning and set forth the mechanism of it.However,this paper goes deep into the organize method of the flexible planning and make use of the symbolic methods to setting the flexible structure and layout which can establish the choice scheme.Herein the uncertainty of the flexible land-Use planning,this paper introduce grey multi-objective strategy to fix on the choice scheme and make sure the development direction of city.In the Iay of implement,this paper put forward the implementary measure and set up a policy system.In the end,this paper aim at the material planning region-The country of Nan Zhao,HeNan province to simulate the whole organize process.
