With the development of economic globalization and the intesification of market competition, enterprises are eager to seek strategic adjustments and effective reform for innovation. Traditional models of human resource management (HRM) can hardly meet the needs in changing.The knowledge of the modern HRM owned by state-owned enterprises that have grown up in the condition of high-planed economic system is not so coincident with the demand of HRM nowadays, as well as management concept, management strategy at modern HRM according to the new trend which is faced with more and more challenges. As a giant state-owened enterprise in China, electric power enterprise is an important and meaningful example in the transform from traditional personnel management to modern HRM. This paper researched into the development strategy of human resource and put forward strategic direction and planning of HRM for Baodi electric power supply company.In chapter one the author introduces the development history of HRM and emphasizes that reform of labour and personnel system is the key to the rapid development of state-owned enterprise. In the second chapter the author introduces history of Baodi electric power supply company and analyzes its development of human resource management, as well as strategy planning. In chapter three the author analyzes conflicts and problems of HRM in Baodi electric power supply company and compares them with similar domestic enterprises in the same field. In chapter four the author describes the management theory and successful model of modern HRM. He also talks about strategic direction and tactics of labour and personnel system reform in Baodi electric power supply company. In chapter five the author explains strategic planning of HRM in Baodi electric power supply company in the aspects of establishment of the HRM system, labour standard system, related mechanism system, corporate culture and HR development syetem. In this chapter the author also put forward development direction and details methods for the reform of Baodi electric power supply company in the near future.On the foundation of studying the history, modern theory and characters of HRM in enterprises, this paper analyzs conflicts and problems of HRM existing in Baodi electric power supply company and compared them with some excellent domestic enterprises on the base of strategy planning. At last the author explains strategic planning of HRM and methods for implementing in Baodi electric power supply company. This will provide special guidance and reference for the reform of HRM in state-owned enterprises nowadays.
