Human Resource Programming Research Of Land And Resources System In Shanxi Province

The State has proposed the "double security" (keep growth of economics and 18 million mu of arable land) and the National Action prospecting survey to deal with the country's current financial crisis, expand domestic demand, promote economics stable and rapid development, which asked us to structure a professional with a good, comprehensive high quality personnel to meet the needs of the development. Shanxi Province is the country's major energy and heavy chemical industry base, and its coal mining and processing of the province has become an important pillar of national economic development, so the demand and supply of human resources forecasting and planning for land system of Shanxi Province has been a certain practical significance.I has personally been the focused field to survey, through questionnaires, forums, statistics, data collection methods to finish this paper, which was based on Center for Human Resources Development of Ministry of Land and Resources in 2008 human resources survey of national land resources system. Accessing to a certain way of understanding the text such as :the total human resources system composition in Shanxi Land and Resources; age, education, professional titles, distribution; staff training, I used the statistical analysis tools and find the results of the analysis that the system of age staff structure irrational, the overall cultural quality low ; staffing poor, mining, surveying and mapping professionals lake, in particular the lack of geological expertise, and its share of rates were 5% and 0.82%, respectively, lower than the national average of 9% and 2.5%, far from being able to meet the needs of existing staff "resources Province" by the workload.In this paper, I used the data analysis of the Land and Resources System in Shanxi Province as the basis to pave the way to the preparation for Center for Human Resources Development of Ministry of Land and Resources system of land and resources survey of human resources of the national average data for reference, according to Shanxi Province, the environment faced by land system the actual situation and personnel to carry out analysis of supply and demand forecasting system of land in Shanxi Province in the past five years of highly educated professionals and the special talents needed to be introduced, and then I found that the demand for surveying and mapping were 56 categories of personnel, electronics and information science professionals 42, 19 graduate students and other educated people, the main channels for the supply of graduates from institutions of higher learning to absorb and re-education of internal staff training, recruitment should be the appointment, staff training, employee career mobility and pay benefits to plan, then went on the next five years, the system should do: straighten out the land and resources management system to solve the access problem cadres; carry out the leading body-building study of ministry agencies and institutions; carry out land and natural resources law of education and training; carry out the ability of cadres and personnel standards to evaluate the system of indicators of human development such as enhancing the training of management,integration of training resources, enhancing education and training of cadres of the appropriateness, effectiveness and attention to education and training of cadres; innovate mechanisms and optimize the human resources allocation and talent development environment; develop land culture to create a good cultural atmosphere such as land and natural resources planning measures.
