The distinct feature of the management development in late 20th century is that the key lies in the development of human resources and human capital. The difficulty of survival and development is enlarged by the competition in global organization and the rapidly changing external environment, which forces the organizations to self-update continuously, while the key method for obtaining competitive advantage is the management to the strategic human resource.At present, it runs sharp short of construction technical personnel and senior management personnel in Power Construction Enterprises. There are many problems in S company's human resources management, which are list as follows: inadequate human resources planning, human resources development and management system failure, lack of external competitive pay and internal equity, weak in appraisal system and inspirit system, serious conflict between the new system and the old, high cost in projects of human resources management. All these factors above can not effectively promote the development of enterprise transformation, and lead to the shortage or structural imbalance in human resources quantity, quality and structure. As the result, the shortage of human resources capacity becomes a bottleneck in the implement of the "40 +5" strategic.Based on analysis of the power construction enterprises and the competitive advantage of S company, the issue of the human resources matching the new strategies is presented that the maneuverable long-term strategic planning of human resources should be established as the basic in view of the company strategic choice. By setting the theory and model of ability-based management for strategic human resources of Professor Scott ? Snell from Cornell University as the key analysis tool in this paper, the human resources capacity upgrading scheme is presented as follows: straighten out the organization processes; adjust the organizational structure, integrate human resources management strategy of the company, filiales and project departments; make the best of the external resource, rapidly mend for the shortage of manpower and optimize the construction by establishing a reasonable recruit system; strengthen the internal training and mine the internal potential to improve staff utilization, especially enhance human resources management in projects and sub-teams, so as to promote the capacity of human resources management of S company in aspect of quantity, quality and construction.
