Entering 21st century, the enormous change has taken place in the social environment that the Chinese construction enterprises faced: rapid development in science and technology, economic globalization and knowledge economy, especially our country joining WTO. These changes will make Chinese construction enterprises face fiercer domestic and international competition. Chinese construction enterprises' whole international competitiveness is low at present, which mainly embodies in low technical equipment rate, poor productivity and poor profitability. Chinese construction industry is still at labor-intensive and extensive developing stage. And the competitions of modern enterprises are talents' competition after ail, so faced with fierce international competitions and the spring tide of knowledge economy, it is very important for Chinese construction enterprises to obtain the competition advantage whether Chinese construction enterprises could adopt effective strategic human resource management to improve enterprise's competitive power.At present, the personnel's whole quality of Chinese construction enterprises is low, and sizable disparity exists in the personnel's whole quality and the need of construction development yet. Chinese construction enterprises lack advanced human resource management idea and scientific and systematic human resources management system, a lot of questions exist in human resource management. While the foreign building enterprises have obvious technological advantages in a lot of fields, and have advance and scientific human resource management idea, system and method. Theirs' attractive salary, training and personal job development will attract large quantities of outstanding talents of domestic enterprises to join, which will make human resources management of domestic construction enterprises face the severe test.This text sets out from current status of Chinese construction enterprises' human resource management and development and structures the research frame of this text with the methods of literature searching, theoretically studying and actual case analysis. On the basis of this theoretical frame, this text has carried on research on the following problem mainly: the whole frame of management system of strategic human resources of the construction enterprises and connection between every subsystem, recruitment and allocation, train and development, compensation management, performance management of the construction enterprises, the management of project management team, the recruitment and development of the project manager.
