As a crucial tool and methodology of human resource management in modern enterprises, performance management is becoming increasingly influential these days, especially in the domain of Communication industry. Due to the long-term theoretical and practical significance, it is conducive for each enterprise to achieve the best performance targets through the way to establish a new type of staff performance management system, which in line with the current operational status.This paper starts from the modem concept of performance management, beginning with a description of the performance management systems. Based on business performance management situations and the current status that the integration of theoretical study and practical aspects is not quite satisfying, this paper focused on the indicators of performance evaluation, performance management, as well as the implementation of performance management and feedback. A new performance management system of China Netcom X Company was established constructively through extensive research on the overall performance management process and in-depth analysis and study on specific issues. This system aims at scientific evaluations of staff performance, to motivate staff effectively for higher efficiency and to improve the personnel training system, together with the ultimate goal to enhance their overall competitiveness.This paper conducts a comprehensive analysis on the performance management system of China Netcom X Company as a first step, then it goes to the in-depth study of the embedded problems, such as unreasonable appraisal objectives, lack of pertinence in the establishment of performance evaluation indicators, insufficient use of the results and lack of complementary support. Based on using for reference of others' experience, China Netcom X Company should build a transparent employee's performance management system in accordance of post requirement of management, technology and marketing company's construction and soon. This employee's performance management system includes four parts: performance planning, managing performance, performance appraisal and rewarding performance. By adopting AHP method to set weight of the indicators, this paper aims to establish a effective staff performance management system and a new appraisal system with transparency. Once effectively implemented, the idea of performance management will function throughout the entire process of enterprise management.
